Returns the playlists a TikTok creator has published on their profile, each with its playlist id, its name, and the number of videos it holds.
Use it to find a playlist id before calling playlist/videos. TikTok does not publish a view total for a playlist, so engagement stays null on every row.

Query Parameters
TikTok username without the @ symbol. Provide at least one of: handle, user_id.
TikTok numeric user ID. Use this for faster responses. Provide at least one of: handle, user_id.
Only rows published on or after this date: YYYY-MM-DD (midnight UTC) or an ISO 8601 timestamp. Rows older than it are left off each page. This list is not in date order, so the walk does not stop at the date: keep following next_cursor, and each page costs what a page costs even when every row on it is filtered out.
